Before you can install a Power over Ethernet adapter, you need to understand that it exists as a solution to a specific problem: you have a device that needs network connectivity and electrical power, but you do not have a convenient AC outlet at its location. A PoE adapter bridges that gap by sending power down the same twisted-pair cable that carries data.
Consider a concrete scenario. You are installing a network camera under a building's roof eave. The nearest grounded outlet is 40 feet away, through an attic full of insulation. You face a choice: run extension cords, pay an electrician to install a receptacle, or use a single Category 6 cable for both data and power. The third option is PoE. An adapter in the PoE context is a device that either inserts power onto an Ethernet cable (an injector or midspan) or extracts power from that cable to feed a device that does not have native PoE support (a splitter).
